The date of the law matters
The measure was promulgated on 3 May, published on 18 May and entered into force the following day. For the operative law, the publication and commencement dates matter; the signature date alone is insufficient.
Transitional provision
Administrative procedures already under way on 19 May 2026 remain subject to the previous version of the law. Two applicants with similar residence histories may therefore fall under different regimes depending on when the procedure began.
