What the package covers
HC 584 changes provisions for Skilled Worker, Student, the EU Settlement Scheme, Visitor and several other routes. The main group of changes takes effect on 8 October 2026, with further provisions applying on 29 October, 30 November and 9 December.
For the affected routes, some applications made before the relevant commencement date are decided under the previous rules. The exact filing date therefore matters as much as the subject of the change.
The position for Global Talent and Innovator Founder
Appendix Global Talent and Appendix Innovator Founder are not among the appendices amended by HC 584. The September package introduces no new criteria, income thresholds or endorsement requirements for these routes.
This does not mean that the wider UK immigration system is unchanged. The narrower conclusion is that HC 584 does not make the Global Talent or Innovator Founder routes more restrictive.

A large statement of changes can make a general tightening look like a change to every UK route. We first identify the appendix that has been amended and its commencement date, then decide whether a strategy needs to change.
Global Talent and Innovator Founder applicants do not need to rebuild their cases because of HC 584. We continue to work to the criteria in force and monitor later statements that expressly amend the relevant appendix.
