The current position
The Department of State continues to accept applications and schedule interviews, but no Diversity Visas are issued while the new pause remains in force. The official guidance provides no exceptions.
Existing visas were not revoked by the decision. The restriction concerns the issuance of new Diversity Visas, not every US immigrant category.
Why this is a separate issue
The end of the broader January pause affecting nationals of 75 countries and the Diversity Visa rules arise from different documents. A positive development concerning one restriction does not remove the other.
EB-1A and EB-2 NIW are not Diversity Visa categories. Their applicants must separately check the petition, visa-number availability and the position of the relevant consular post.

This development shows why a plan cannot be based on a headline saying that restrictions were lifted. We separate the category, procedural stage and government body: a court order may remove one barrier without restarting issuance under another programme.
Diversity Visa applicants should keep scheduled interviews and their documents ready, but should base timing on a further official update. EB-1A and NIW applicants should not apply a restriction written specifically for DV to their own cases.
